Hugo Rafael Chávez Frías è stato un politico e militare venezuelano.

È stato presidente del Venezuela dal 1999 alla morte, tranne la breve parentesi del colpo di Stato del 2002.

Chávez promosse la sua visione di socialismo democratico, integrazione dell'America Latina e anti-imperialismo. Fu inoltre un acceso critico della globalizzazione neoliberista e della politica estera statunitense. La sua particolare filosofia politica è stata denominata chavismo, e fondeva socialismo, marxismo, terzomondismo e nazionalismo di sinistra, che insieme al bolivarismo e al cosiddetto socialismo del XXI secolo hanno costituito l'asse portante dell'ideologia di Chávez e del suo partito.

Chávez fondò il Movimento Quinta Repubblica dopo aver organizzato, nel 1992, un fallito colpo di Stato contro l'allora presidente Carlos Andrés Pérez. Chávez fu eletto presidente nel 1998 grazie alle sue promesse di aiuto per la maggioranza povera della popolazione del Venezuela e fu rieletto nel 2000, nel 2006 e nel 2012. In patria Chávez ha lanciato le Missioni Bolivariane, i cui obiettivi sono quelli di combattere le malattie, l'analfabetismo, la malnutrizione, la povertà e gli altri mali sociali. In politica estera si è mosso contro il Washington consensus sostenendo modelli di sviluppo economico alternativi, richiedendo la cooperazione dei paesi più poveri del mondo, specialmente di quelli sudamericani.

I suoi critici gli rimproverarono di essere un populista autoritario e l'amicizia con alcuni stati non democratici, come Cuba, e con Stati le cui modalità di governo, pur formalmente democratiche, sono criticate dall'Occidente, come la Libia nel periodo di Mu'ammar Gheddafi e l'Iran, mentre i suoi sostenitori lo considerano un rivoluzionario socialista impegnato per la giustizia sociale. Poco dopo la quarta vittoria consecutiva alle elezioni presidenziali, nel 2012, Hugo Chávez ha prima dovuto ritirarsi gradualmente dalla scena politica ed è poi morto nel 2013, a causa di una forma grave di tumore che lo aveva colpito nel 2011, e delle relative complicanze, lasciando il governo e la presidenza al suo successore designato, Nicolás Maduro.
